Ben Kagarama has been replaced at the tax body

The Rwandan Cabinet meeting chaired by President Paul Kagame, has made major reshuffles in the top officials of the Rwanda Revenue Authority (RRA) and Rwanda Social Security Board (RSSB)

Richard Tushabe and Daniel Ufitikirezi were appointed as heads of RRA and RSSB respectively on Monday February 24 during a cabinet meeting held at Village Urugwiro.

Tushabe, who replaces Ben Kagarama at the tax body has been RRA’s Deputy Commissioner General, while Ufitikirezi takes who over from Angélique Kantengwa headed RDB’s privatisation unit before moving to RSSB.

The Cabinet meeting also appointed Lt. Gen. Charles Kayonga as Rwanda’s ambassador to China, replacing François-Xavier Ngarambe who was delegated as the ambassador in Switzerland, while Burundi also acquired a new ambassador, Amandin Rugira.

Lt. Gen Kayonga was the former Army Chief of Defence Staff from 2010 to 2013, who until his new appointment had been out of the public eye.

At the same cabinet meeting, Caritas Mukandasira was appointed the governor of the Western Province, replacing Célestin Kabahizi who is now in EALA, while the Ministry of Agriculture also got a new Permanent Secretary – Tony Nsanganira – who replaces Ernest Ruzindaza, who has been one of the longest serving Permanent Secretaries in the ministry.

This is the first significant reshuffle done by president Kagame this year 2014. The last major reshuffles were in 2013, in which he (Kagame) reshuffled his cabinet members bringing on new entrants on his ‘winning’ team.
